Why did Gandhiji think of non cooperation movement only?

in hind sawraj gandhi g has write that Britishers are rulling because we are coperating withy them so they started non corporation movement

● He thought of non cooperation movement only because in his book Hind Swaraj , Gandhiji suggested that the British rule has started in India and is continuing because of the cooperation of Indians if Indians withdrew this operation the British rule would collapse within a year
● secondly, with the help of Khilafat movement the non cooperation movement would become a mass movement
