Why did General Dyer order the soldiers to open fire at the unarmed people?

In British rule, large number of people were not allowed to gather even peacefully. When General Dyer found out about Jallianwala Bagh gathering, he was raged and he went there and opened fire on the unarmed people. General Dyer was one of the worst people alive then.
