The Grand Father was fed up of the activites/mischiefs done by toto and that is why he has to return it to the tonga driver.

Explanation:

The grand Father and his wife could not afford a cute little monkey who ruins things like:tears the clothes of them and the visitors and do not make friedns with the other animals and takjng the dishes up kn the tree and then dropping them.

Because of all of these mischiefs he had to return him to the tonga driver even though he was cute and loving but his mischiefs were getting unaffordable.
