Grandfather gave a scornful look to the keeper because he saw how Timothy, his tiger was scared of the leopard next door and despite his suggestion of changing Timothy's cage, it hadn't happened.  

Grandfather had raised and treated as Timothy as his son. He was now placed in the zoo cage, where he was scared. Grandfather had moved Timothy to the zoo because of his anger issues. But Timothy would often get scared due to the leopard snarling in the next door cage. So grandfather told the keeper to change Timothy's cage. When grandfather went to look for the superintendent and came back empty handed since he couldn't find the man in charge, he ended up giving the keeper a scornful look because Timothy's cage hadn't been changed.
