At the north-eastern shore, an island was situated which happened to be a rival empire called Blefuscu. Gulliver avoided the north-eastern coast of Lilliput because of the fear of being caught by the enemies. Also, all links between the empires were strictly prohibited during the time of war. This incident is illustrated in part I- chapter 5 of the Gulliver's Travels I have extracted a few lines below that belong to the text and support the answer.

"The empire of Blefuscu ... situated to the north-east section of Lilliput ... I avoided appearing ... coast, for fear of being discovered, by ... enemy's ships, ... intercourse between the two empires ... strictly forbidden during the war, ... vessels whatsoever."
