Gulliver had offended the Emperor of Liliput by refusing his proposal to capture Blefuscu and destroy its people. The Empress was already enraged due to the incident when he tried to extinguish the fire in her place by urinating there. They charged Gulliver with treason accusing him of various charges. Redressal, the Principal Secretary for Private Affairs informs Gulliver of the danger Gulliver stood at Liliput. Gulliver already had the permission of the Emperor to pay attendance to the Emperor of Blefuscu, so when he heard about it, he escaped to Blefuscu.
