Answer:

Hakim Sheik was a member of the Paschim Banga Khet Mazdoor Samity (PBKMS), a union for farmers in West Bengal. In 1992, he fell down from a running train accidentally and was severely wounded in his head. He was not admitted in a Government hospital in Kolkata as there were no spare beds and another hospital did not admit him for want of specialised care. Nearly eight various government hospitals refused to admit him in his serious condition. He was forced to take admission in a private hospital and had to pay hefty charges for the same. To amend the situation and angry at being left untreated in government hospitals Hakim Sheikh and PBKMS filed a case in court.

Hakim Sheik filed a case in the court because of the indifferent attitude of various government hospitals that refused to admit him.
