some factors which might be responsible for this would be-:

Lack of Encouragement-: India does well in specific sports, like cricket, chess, tennis only. While rest of the games are not promoted so that people would participate in other sports too.
Lack of participation-: While India has a vast population of 1.3 billion but hardly we manage to grab a medal because we participate in much obvious games which already have a great competition while we don't have people going for all the sports. "Less participation=Less medal chance".
Lack of facilities-: Lately I heard about many athletes who are doing a part time job and as well as practicing, now how would you think that they would be able to compete with the other countries athletes who prepare for a particular sports since childhood. " Not a regular competition".
Lack of income-: Why would people put all their efforts for 4 years without having a reliable source of income for living. These people don't get any allowances for their livehood,so they don't prefer this field.

India a Country with 1.2 billion people firstly they have a very large political system government supports athlete after they win medal but before Rio Olympics they didn't look for players and they want a medal in Olympic and Every parent in India wants their ward to study first and if he/she not good in studies they send firstly theit child to Cricket or do their marriage. We have to motivate our athletes four years b/w Olympic and give them good attention so that's why we only get 2 medals.
