To give equal representation to the multiple religious and linguistic groups so that they could elect their representatives.

The makers of our constitution, after taking into account the historical background, the political and economic set up of our country and the social elements, chose the Parliamentary form of democracy for varieties of reasons :-

● During the British rule educated Indians observed the working of the British Parliamentary System. They approved of it and desired the same for independent India.

● Secondly, the parliamentary system is both responsible and accountable to the people. There are paper chances of the government becoming arbitrary. In the rare case that this does happen then the ruling party might lose the support of the majority in the parliament.

● The parliamentary system leaves no scope for the emergency of dictator. The head of the state processes only nominal power while the real power raised with the council of minister headed by the Prime Minister.

The Council of Ministers is collectively responsible to the Legislature.
