1- wasteness of the country in terms of geography, culture, language
2- large population figure makes it difficult for direct govt
3- resources required in direct govt are not at all feasible for a developing nation like India
4-lack of expertise on subject and time general population had
5- impossibility of achieving unanimous decision on any subject in direct govt and hence division making becomes a Himalayan task
