Why did india shift from agriculture to services and not manufacturing?

Originally Answered: The Indian economy directly shifted from an agrarian economy (primary sector) to a service economy (tertiary sector) while other countries went through an industrial phase (secondary sector) as well. What may be the reasons for this?
