In response to the Nehru Report (1928), which was a proposed constitution for India, Jinnah issued 14 recommendations. There were various aspects in it that were anti-Muslim.

The reason why fourteen points were amplified:

  • The Nehru Report proposed a joint electorate (rather than a separate electorate for Muslims), a unitary administration (rather than a federal government), and Hindi as India's national language.

  • These points were blatantly anti-Muslim and were not well received by Muslims.

  • Congress rejected Jinnah's suggestions for three revisions to the Nehru Report. It was evident that Congress was not honest in its dealings with Muslims.

  • In March 1929, at the Muslim League's annual conference in Delhi. Jinnah made his remarks in order to preserve and safeguard human rights.

Jinnah produced his fourteen points because:-

  • Jinnah wanted that there would be separate electorates for Muslim citizens in the Indian government so that Muslims could also represent themselves in the one-third decision which is taken by the government of India. He started his fourteen-point to give a response to Nehru's report which was declared in 1929.
  • In Nehru's report, he had written that there should be a single electorate that was made against Muslims in India.
  • Nehru's report had declared Hindi a common official language for everyone in India but, Muslims wanted to make Urdu their official language because it was their official language for a very long period of time after the Arabic language which is why they rejected the Nehru report's decision because it was totally against their choices.
