think that it was because Johnny Cage automatically assumed that Lui Kang was just another Porter (shipyard worker and bag handler) and that he was there to load and unload suitcases and luggage and Lui got offended by it, especially because Johnny did not approach him saying “Excuse me sir, are you a Porter? I need you to load my luggage when the ship docks.” which would have been a more polite way of asking.

Also Johnny reacted like he expected Lui to accept his money and just take his bags even if Lui was just a regular person walking around on the docks, he probably knew that he was not a Porter and was just assuming that this Chinaman would do anything to make a few bucks and said it insulting towards Lui.
