actually Julius Caesar was a very firm and rigid type of king so he thought if he will deny the repeal of banishment ofPubilus Cimber, then people might think that he is not a good king as without any reason he removed the banishment of pubilus so don't want to be insulted Caesar thought not to remove the punishment of pubilus cimber ( because in Early Times it is a crime which can be forget without any reason)

Julius Caesar claimed that he wasn't the type of person to be moved by prayers and begging. There was a reason for Publius Cimber's banishment and begging for forgiveness wouldn't Undo whatever crime he had committed. Julius Caesar was a rational type of ruler who did not do something simply because of begging and flattery. He also thought that he was as constant as the northern star and would not change his mind. If simply flattery and grovelling could repeal Cimber's banishment then such things would be able to completely overturn the law
