Why did lencho compared the hailstones with the plague of locusts

When the hail stone destroys all the crops of the land of Lencho, he found no leaf left saved on any plant.

He was so disappointed  by this destruction that he compared it to the plague of locusts.

He said that if there would be the plague of locusts then it could save at least few and give at least a better result than what happened.
