Why did lencho write in his second letter whom had lencho addressed as crooks and why ?

Lencho was a simple and poor farmer who had a firm faith in God.Due to his faith in God,When he asked God to send him 100 pesos but he received only 70 pesos,he blamed post office employees for stealing his money and called them crooks.
