The Lincoln needed a military victory before he could announce the emancipation of slaves in Southern states because he would't not want the Emancipation of Proclamation to look like an act of desperation or desperate measure.
He presented the Emancipation Proclamation to his cabinet on 22th July 1862. But it was actually his secretary Edwin Stanton who suggested him that they need a military victory to issue the proclamation so that it wouldn't like an act of desperation and create problems for them.
So after the military victory at Antietam, he issued the Emancipation Proclamation on 22th September 1862.
