Answer:

Alarmed by the popular upsurge and scared that lines of communication such as the railways and telegraph would be disrupted, the British administration decided to clamp down on nationalists. Local leaders were picked up from Amritsar, and Mahatma Gandhi was barred from entering Delhi.

Answer:

After the Rowlatt Act was passed by the British, Gandhi called in a nationwide anti-Rowlatt Satyagraha on 6th April, 1919. Despite Gandhi’s best efforts to keep this protest non violent, it turned really intense in Lahore and Amritsar. Gandhi was arrested and denied entry to Punjab. Following this, the local leaders of Amritsar, Dr. Saifuddin Kitchlew and Dr. Satyapal, were also arrested.
