He called a meeting with Estate General on 5th May 1789 for discussing about newly laid taxes. From years they followed that each estate will vote as a whole. But the people from 3rd estate wanted that each person should vote seperately. When king denied they walked out in protest. They declared themselves as National Assembly and took an oath that they will not disperse until they make a constitution for France. Their leaders were Mirabeau and Abbé Sieyès.
