Macaulay propose to spend fund  on english because he thinks that it is the better way to get the modern knowledge .

He was in support of spreading of western knowledge and learning through english. He says that even in india english is  the language is of main importance  and likely to become the language of commerce in east.

He claimed that "It would bring about renaissance in India" He did say on base like the language of western europe did in the Russia.

He also was saying that the natives also are willing to learn english.

Macaulay wanted to spread the English language, and wanted the locals to learn this language to gain predominance of English culture and grip over the commercial market. Also once people become slaves to this language, they will accept the British as an helping hand and give them the status of the brain child who are here to mark and change the market and economic standards of the natives.

Hence, the introduction of English language and education was a very thought effective step on the part of the British to gain dominance over the Indian mindset.

Plz mark as brainliest if helpful!
Hope it helps.
