Mahatma Gandhi called off the civil disobedience movement because of the Gandhi-Irwin pact which stated that Gandhi Ji will attend round table conference held at London and in return, Government would release all political leaders. Gandhiji was forced to do so because of the rowlatt act that gave immense power to the government to arrest politicial leaders and put them behind bars for 2 years without trial and to save the political prisoners, he took this harsh step.
