The non-cooperation movement was withdrawn because of the Chauri Chaura incident. Although he had stopped the national revolt single-handedly, on March 10, 1922, Gandhi was arrested. ... This led to suppression of the movement and was followed by the arrest of other leaders.

Seeing the angry reaction of the people against the arrest of Congress leaders, Lord Irwin made a pact with Gandhiji that if the Civil Disobedience movement would be called off, then the political prisoners would be released.
