Ans: on 31 Jan 1930,gandhiji sent a letter to the viceory Irwin stating 11 demands.the most important demand was to abolish the salt tax.
* salt is consumed by all sections of the society, by the rich and the poor.

As salt is consumed by all sections of society i.e poor and rich and the britishers had imposed tax on salt. So gandhiji decided to break salt law and start the civil disobedience movement. It would bring all indians unite.
