(iv) The Congress had been declared illegal.

Civil disobedience movement was called off by Mahatma Gandhi due to violent clashes.

At many places people attack police post, Municipal buildings, Law courts, and railway stations.

British government also responded with the policy of brutal repression. Peaceful Satyagrahis were attacked, women and children were beaten.

In December 1931, when negotiations under Gandhi- Irwin pact broke down Mahatma Gandhi discovered that the government had began a new cycle of repression.

Gaffar Khan and Jawaharlal Nehru was both in jail ,the Congress had been declared illegal and a series of measures have been imposed to prevent meetings, demonstrations and boycotts.
