mahatma Gandhi again decided to call off the movement and entered into a pact with Irwin on 5mar 1931. by this , gandhiji consented to participate in a round table conference in London and the government agreed to realise the political prisoners . in Dec 1931, gandhiji went to London for the conference , but the neogations broke down and he returned disappointed. back in India, he discovered that the government had begun a new cycle of repression. gaffar Khan and jawarlal Nehru were both in jail, the Congress had been declared illegal , and a series of measures had been imposed to prevent meetings, demonstrations and boycotts. with great apprehension, mahatma Gandhi relate relaunched the civil disobedience movement.

In December 1931, Gandhiji traveled to London for second table conference but he came back depressed and found that the administration has started a new cycle of oppression.

Ghaffar Khan and Jawaharlal Nehru were both in jail, the Congress has been alleged as illegal and a list of the standard measures has been adopted to stop meeting protests and boycotts. therefore mahatma gandhi relaunch the civil disobedience movement with great apprehension.

Any five measures to reform political party are:

1. No member of a party should be permitted to change their party before polls. This step is important because various MLAs and MPs are selfish of power and money.

2. A law should be enacted to govern the private interests of political parties. It should be made mandatory for political parties to control and record of their members.

3. Election Commission and the government should finance parties. This can be done to guarantee that no party does exploitation by giving voters money.

4. The records and property of members should be routinely checked.

5. Every individual member of the party should give income tax.

”Political parties are the necessary condition for a democracy” because :

(a) Without federal parties, self-government cannot survive.

(b) If we do not have federal parties then in such a circumstance every competitor in elections will be autonomous.

(c) No one will be able to make any commitments to the people about any significant policy modifications.
