In his book Hind Swaraj (1909) , Mahatma Gandhi declared that British rule was established in India with the cooperation of Indians and had survived only because of this cooperation. If Indians refused to cooperate, British rule in India would collapse within a year, and swaraj would come.

In order to signify this he thought of Non-Cooperation movement. We also know that he had organised many satyagrah but they were only limited to some groups of people. That is why he also wanted to bring different social groups under the umbrella of a unified united struggle against the Imperial Government.
