Because Mendeleev already knew that some elements existed in that place, And boldly predicted It.
As there would definetely be some atoms with an increasing no. of electronic configuration in the nature, but the problem was that they weren't discovered yet.
Eg: Mendeleev left space for all Noble gases as he knew it and they weren't discovered and they were very less reactive and we didn't have any perfect tools to check their presence.

because he arranged the atoms according to atomic masses and those who repeat at an interval of time he arranged them vetically..... the horizontal line was not complete as he got them because of atomic masses
