The answer to this question is actually quite simple, it has to do with the past. Historically, past generations did not have the same technology available to them as we currently do so they had to resort to finding alternatives. The best alternative (unless you were the Romans and decided to make grand aqueducts) was to settle close to water (in many cases a river) so it was not far away and could be used for activities such as agriculture and making assorted products. Up to this point in time it is still more efficient to have a society closer to fresh water because it is such a necessary commodity. Another reason is for defense tactics since it is easier to defend somewhere that is tactically placed on a coast so land access for the enemy is limited. Lastly there is also the justification that before automobiles and planes the main method of transport was by boat. Boats move on water, therefore having a civilization near a river is beneficial for trade. These were some of the reasons why most civilizations began near rivers.
