why did Muni think that the foreigner was offering 100 rupees note to buy his goats

Muni thought so because earlier the red faced man had shown his interest in Muni's goats by tapping on their back and referring them in their conversation.

Muni thought that he was going to bee arrested and card was warrent of some kind . So muni wantedto be away from khaki.
