One of the major reasons for the tensions in Balkans was during the 19th century, major portion of Balkans was under the Ottoman Empire who tried to adopt modern techniques to make changes in the state, but they didn't succeed. Other reasons include :-

Ethnic variation : The Balkans was a region of geographical and ethnic variations comprising modern day Romania, Bulgaria, Albania, Greece, Macedonia, Slovenia, Serbia etc. Their inhabitants were known as slaves.

Disintegration of Ottoman Empire : A large part of Balkans was under the control of Ottoman Empire. The idea of romantic nationalism in the Balkans together with the disintegration of Ottoman Empire made the region very explosive.

Subjugation : Many foreign powers attempted to subjugate these newly independent states. The Balkan people tried to claim independence by using history to prove that they had once been independent. The rebellious nationalist struggled to win back their power.

Jealousy : There was a jealousy among Balkan states and each hoped to expand their boundaries at the expense of others. That results in a war.

Power struggle ( Imperialism) : Russia, Germany, Australia, Hungary and Britain ( European powers) were interested to expand their territories by overtaking control in Balkan. That was also a major tension in Balkans.
