It is so because in case of inert or noble gases all the orbitals are completely filled and hence inter electronic repulsions are maximum. Moreover, in case of noble gases atomic radius is determined by vandervals radius and as we know that vandervals radius is larger than the ionic radius that is in case of halogens . hence the atomic size of noble gases is larger than that of halogens.

due to stable electronic configuration ( octet configuration) and they don't participate in any chemical reactions .
