why did non cooperation movement slow down in cities

It's because in the cities the people need to go by the gov and if they ignore the gov then the city can work..

Because the movement wasn't strong from the beginning and the khaki cloth was usually more expensive than cotton mill cloth therefore poor people couldn't afford it
