The non cooperation movement began in January 1921. Various groups of people participated in it. All of them responded the call of Swaraj, but the term meant different things to different people.
The Movement in the cities gradually slowed down for a variety of reasons.
• Khadi was expensive and poor people cannot afford it.
• Similarly, boycott of foreign Institutions too posed a problem. No alternate institution where set up in their place. So, the government officials or officers after join again.
