because general mushraff was said to be a ruler . he came to Pakistan with his force and set his rules and he declared himself as general later he changed his post to president and made the changes in the constitution of Pakistan and later he declared that there will be elections ( by doing elections he want to see that the people of Pakistan vote him or not). he also told her representatives to stand in the elections. the public is afraid from mushraff and voted him and he won the elections.
