The reason for not calling the government under Parvez Musharraf a democratic country because : -
● Parvez Musharraf overthrew the democratic government by a military coup in 1999.
● He changed the designation of President.
● He held a referendum in the country which gave him 5 year extension.
● In 2002 he issued a "Legal Framework Order" which gave the President power to dismiss state and National Assemblies.
● The work of the Civilian Cabinet was supervised by National Security Council which was dominated by military officers.
● The elected members of the Parliament didn't enjoy much power. The final decision rested with military officers and Parvez Musharraf himself.
