Why did panic grip chiltolia?

Answer: July 5: Due to heavy rain the Brahmaputra rose and panic gripped the villages of Chitolia. The embankment at Chitolia broke down and water rolled over the village, so the people took shelter on their housetops. Villagers from neighbouring villages rushed to help with rafts and boats.
