There are a couple of reasons for this, the horns used on your average cars, light trucks & some medium duty trucks are 12 volt electric horns & generally put out less than 100 Db. also these horns are always mounted under the hood in the engine compartment which deadens the sound somewhat, Larger heavy trucks have electric horns mounted under the truck cab or hood but because they are equipped with a compressed air system to operate the brakes they also have one or more air horns. These can put out up to 150 Db. and are almost always mounted on the outside of the vehicle, usually on the roof so a blast from the air horn is loud & clear. The reason for this is that big truck often work in a noisy environment and the horn needs to be loud enough to be heard over the ambient noise. Hope this helps you out.
