I think you mean President Wilson said Plant more wheat, wheat will win the war

At the time of war, USSR was the major supplier of wheat to its European allies.But due to dragging on of the war , USSR cut off the wheat supplies that would have affected the European allies.
But this didn't happen as President Wilson requested United States farmers to start producing wheat in large amount and export it to their allies.This ensured that the Allied powers continued to meet their food demand and wage wars against their enemies.
