Why did Qin Shihuangdi force all nobles to live at the capital?

Confucius was a Chinese leader and philosopher in the early 6th century. He was rising in popularity when Qin Shihuangdi was in power. Qin's authority was challenged because of Confucius' teachings and he feared that the nobles would overthrow him if they were too convinced that what Confucius taught them was the right path. So he forced all the nobles to live in the capital so he could keep a close eye them and not let them plan or rebel against him.
