Bahadur Shah Zafar was a mughal ruler and the mughal empire had history of successes in the previous wars. While other rebels were just fighting for their own place and they were self centered, bahadur shah zafar had lost his whole empire so he would fight to overthrow the british rule. And the citizens considered mughal rule better than british rule. They thought he would make a really good leader
