Several Congress leaders were hesitant to boycott the council elections slated for in the year 1920 in November and they were apprehensive that the non-cooperation movement would lead to violence.

They also were afraid that the Non-Cooperation Movement would lead to violence. In the months from September-December there was an intense scuffle within the Congress. For a short time, there seemed no consensus amongst the opponents and the supporters of the movement.

Eventually, at the session of the Congress held at Nagpur in the year 1920, December, a negotiation took place and the Non-Cooperation program was espoused by the opponents too.
