During the grain shortage on 1927-1928, the government fixed the grains at a fixed price. Stallin thought that the rich peasants and traders in the countryside's of Russia we're holding their stocks in the hopes of higher prices. So he introduced collectivisation for Soviet agriculture to battle this shortage.
