Why did Tamil Nadu politician K. Kamaraj fail to improve his personal lifestyle even though he became the chief minister of Tamil Nadu?

Named Kingmaker since he brought into power two prominent prime ministers of India, Indira Gandhi and Lal Bahadur Shastri. Thus he forgot his Personal ambitions of being a Prime Minister(Though he could have been one very easily)2. Though initially the Tamilnadu electorate favored congress party,because of Dravidian parties after Independence the wave ceased slowly and by far Kamaraj was the only Chief Minister who rode this anti-congress wave in favor of congress and introduced the Mid-Day Meals scheme,which even in present times holds concurrence and appreciation in various states. He did not care for his own marriage or children rather cared for Children who could not afford education or food and provided them both.3.Devised the Kamaraj plan where in he left all Government posts in state and went to work on with the party in the national level and developing it,devoting all his energy to it and still is only one President of Congress till date who has spoke and did things sensibly(Please think of present and previous Presidents and vice presidents of congress).The best part is the following :Once when his mother sivakami ammaiyaar, told him that since she cannot walk to the street end to collect potable water, she asked him to install a pipe in front of her home,he simply turned down the request saying if he has to do such a thing, he has to do that to every household in the street which will incur loss to the government(Mind you he was a chief minister).The PWD minister hearing this arranged for the same and installed. The moment Kamaraj saw that he immediately removed it saying only Siavakami Ammaiyar was not his mother and that all Women in Tamilnadu were his mother and she did not require any special privilege when the others did not get any.When he died he had 5 vessels for cooking and 2 sets of white dhothi and shirts ,he did his cooking by himself all through the year
