British encouraged the Muslims to form a separate organisation  Muslim League because of the policy of Divide and Rule.

The British after the 1875 Revolt realized the unity between Hindus and Muslims could cause a greater harm to them. So they adopted the policy of Divide and Rule to continue their empire in India. They made the Muslims realize that free India means Hindu Raj and Hindu would rule over them. So in this way the British encouraged the Muslims to form a separate organisation.

Besides the British also thought that supporting the Muslims would made them loyal to the British and help in continuing their empire in India.
