Why did the british goverment send simon commusion back to india?

Simon Commission was a commission consisting of seven people who were asked to do a study on the reforms necessary to be made in the largest and the most important colony of the British. And its called Simon commission as it was headed by a person known as JOHN SIMON. It was sent to INDIA in 1928.some reasons why the commission was sent to India were :-
1.to review the political conditions of India.
2.that the conservative party feared that they might loose the elections to Labour party.
3.that after 10 years new reforms had to be introduced in India and thus the time had approached so the British had come to India
