Every official document had to be preserved. Once this was done, things could be easier to studied and debated. The preserved document could be used as a point of reference whenever it would required.

british preserved the official document because they thought that the act of writing was very important to run and govern a country in a better way. they believed that it would help them to systemic the reports and official document and in this way they can be used further. they believed that every act, law, policy, system had to be clearly written and preserved.
