The driver named Luigi show his disapproval because the two boys look shabby in there appearances . One of them wore torn out shirt and army tunic and other one was with tangled hair . Which makes luigi to think that the strawberries were not of good quality and thus he showed his disapproval .

There are two reasons. First their shabby appearance discourage the driver. The boys were selling wild strawberries. And Luigi the driver hoped that they could get much better fruit in Verona. Hence, the cautious driver show disapproval against the boys.
