why did the civics book refer 'she' as a primary minister

Yeah sis mine also of class 9 civics...
I asked my Teacher and she told me that this book is referring.....
Have we not had a women prime minister in the history of Indian Pm. We we assume that all the important positions are held by men???
So this book is referring as 'she'
