why did the colonial state want to Transformer all grazing land into cultivable land?

the main motive of the british was to gain more and more power and money in india which they did by collecting land revenue and before colonial rule the most of the land was in form of pastures and the agricultural land was less and they could gain much tax from that land, so they thought to restrict the areas of pastures and converted the pastoral land into cultivated land and as a result, the pastoralists had to suffer....
