The Articles of Confederation and Perpetual Union were accord among the thirteen original states of the United States of America.The Articles served as the initial constitution.They were  approved between July 1776 and November 1777 after intense debate.The Second Continental Congress approved them on November 15, 1777 and sent to the thirteen states for ratification.

The Articles enabled the creation of a war-time confederation of states.The problem with the articles was that they gave limited powers to the central government. Unratified, the Articles were used by the Congress to conduct its business,  to conduct diplomacy,to conduct the American Revolutionary War,  and  to deal with territory issues and Native American issues.

Several  states became interested in meeting to change the Articles.As a consequence on May 25, 1787, a meeting was set in Philadelphia . This meeting became the Constitutional Convention. During the meeting it was resolved that the entire Articles were to be replaced with a constitution. The federal government replaced the government on  March 4, 1789.
